He delivered millionaire contracts in Cenagas and charged in Pemex: Andy's operator's right hand returns to Petróleos Mexicanos

Kléber Quintero, right hand of an operator of Andy López Beltrán and responsible for delivering millionaire contracts to close entrepreneurs through the National Center for Natural Gas Control (Cenagas), returned to occupy a position in Petróleos Mexicanos (Pemex).
According to his declaration of assets, Quintero left Cenagas last January and on February 17 he rejoined Pemex as superintendent in contracting management in Tabasco, with a hierarchical level of area director.
Before joining Cenagas, he worked for almost 20 years mainly in the Exploration and Production area of Pemex. That's where he met Abraham David Alipi Mena, operator and friend of Andy López Beltrán, son of former President López Obrador and current secretary of Morena's organization.
Later, Quintero was taken by Alipi Mena to Cenagas as executive director of material resources of the agency under the Ministry of Energy.
In his 2021 patrimonial declaration, when he reported his entry to Cenegas, he also detailed that he was charged as superintendent at Pemex through a position of "specialist coordinator B" in the oil company.
Records from the National Transparency Platform detail that in 2023 and 2024, while he was in Cenagas collecting 150,000 pesos gross per month in Mexico City, Quintero continued to receive money from the position of "specialist coordinator B" in the Pemex offices in Tabasco, with a salary of 80,000 pesos gross per month.
However, Quintero disappeared the record of the second place in Pemex of his patrimonial declarations from 2022 to 2024.
On May 16, Latinus published that companies linked to brothers Antonio and Vladimir Quiroz Acosta received multi-million dollar contracts from Cenagas. In the delivery processes, competition simulation and assignment of payments were recorded through legal tricks.
Between 2022 and 2024, Quintero signed 12 contracts for two billion pesos with three companies that are part of the same network: Kepler Oil & Gas, Ace Oil & Gas and Impacto Ingeniería & Construcción, owned by Vladimir Quiroz.
According to photographs and information published on social networks, Kleber Quintero and other former Cenagas officials such as Lourdes Arlette Morales García are friends of the Quiroz brothers and with them they attend parties and travel together.
Lourdes Morales, who in January left her position as manager of logistics operations in Cenagas, worked from 2011 to 2018 as a sales specialist at Baker Hughes, the Pemex contracting company involved in the plot of the "Grey House", the property in Houston where José Ramón López Beltrán, the eldest son of former President López Obrador, lived.
